PROPOSAL FOR MCC SUMMER 2003 SCHOLASTIC CHESS PROGRAM
The MCC Summer 2002 Scholastic Chess Program was the third summer in which the Club sponsored a series of scholastic events. Alan Hodge’s report provides more detail on the 2002 program. This Proposal sets forth plans for the proposed 2003 summer program. The final plan will be completed by May 1, 2003, and may incorporate minor modifications to the plan outlined below.
The proposed 2003 summer program will be held on ten consecutive Thursday nights, beginning June 19 and ending on August 21. One difference between the program just held and the 2003 program is that we do not propose to include a final Sunday afternoon event.
The proposed 2003 summer program will consist of four tournaments:

Two rounds will be played each date, with the first round starting at approximately 7:30 PM.
We anticipate running two sections within each tournament, with the breakpoint being in the 600-650 range. Players may choose to “play up”. The proposed set-up differs from the 2002 program, where three or four sections were run. Some of the sections were very small.
For purposes of assigning an unrated player to his or her first Summer Scholastic tournament, we will assign a rating equal to ((grade+2)*100)-50. In this formula, “grade” refers to the grade just completed/about to complete. Under this scheme, an unrated player just completing fourth grade could play in the U650, while an unrated player just completing fifth grade would play in the Open.
For purposes of assigning rated players to their first Summer Scholastic tournament, we will use the June 2003 supplement (unless a rated player plays only in the fourth tournament, in which case the August 2003 will be used).
With respect to any subsequent tournaments that a player enters, his or her applicable rating will be the Swis-Sys-calculated “post” rating from the last tournament he or she played in.
The time control for all games in all sections in all tournaments will be G/30. If the first round of an evening starts reasonably close to 7:30, all players should have completed their second games by 9:30.
Pairings will be normal Swiss-style pairings. Side games will be paired as appropriate.
This prize will be awarded entirely on the basis of participation in the summer program, regardless of any game results. Anyone playing on any five or more (out of ten) dates will be awarded a medal.

Anyone scoring four or more total points (all four tournaments combined) will be awarded free MACA membership for a year (a $6.00 value). Anyone winning this prize who is already a MACA member will have his or her membership extended for one year.
Anyone scoring seven or more total points in Tournaments 1, 2 and 3 will be awarded free entry into Tournament 4. Anyone winning this prize who has already paid the entry fee for Tournament 4 will have his or her entry fee refunded. This prize will be awarded in addition to the MACA membership as described above.
Anyone scoring 15 or more total points (all four tournaments combined) will be awarded a $50.00 cash prize. This prize will be awarded in addition to the others prizes as described above.

Half-point byes will not be permitted. Full-point byes will be given only to players paired out of any round.

· Organize the program and direct all tournaments
· Prepare an entry form
· Prepare flyers for local distribution (assistance requested with distribution to tournament, club and school program sites)
· Distribute a notice by email to prospective players/parents (leveraging MCC’s and MACA’s lists)
· Prepare registration material and submit all dues to USCF as required
· Obtain and award prizes
· Submit rating reports to USCF
· Submit wall charts and standings to MCC for posting, including USCF crosstables when available
· Prepare a report, including financial reconciliation, for MCC at the conclusion of the program
